On Wednesday, May 27, 2026, the chief of the UK intelligence, cyber, and security agency warned that the West has a narrowing window to counter cyber threats from Russia and China. Through cyber attacks, sabotage, and attacks on critical infrastructure and democracy, Russia is intensifying hybrid warfare.

‘Narrowing Window’

According to the top intelligence agent in the UK, there is a “narrowing window” for Britain and its allies to “keep ahead ot security risks posted by Russia, China, and other adversaries.”

Anne Keast-Butler, director of GCHQ, the UK’s intelligence, cyber and security agency, said Britain is at a “moment of consequence” as the country faces an increase of “brazen behavior from hostile nations.”

Keast-Butler said, “China is now a science and tech superpower with sophisticated capabilities across their intelligence, cyber and military agencies. The ground beneath our feet is shifting, as AI continues to develop swiftly, with new technologies creating a narrowing window for the UK and allies to stay ahead.”

In early May, two men were the first in history to be found guilty of spying on the UK for China. In April, the FBI and cyber agencies from nine other countries, including the UK, Japan, and Germany, sounded the alarm, warning that China-linked actors were using covert networks and “botnet operations” to conduct malicious cyber activity.

Daily Attacks From Russia

Keast-Butler asserts that cybersecurity is now “ten times more urgent” and  calls for the tightening of digital defenses “from boardrooms to living rooms.” Additionally, she says there is a rising threat from Russia, accusing the country of “scaling up its daily hybrid activity against the UK and Europe.”

Moscow is “relentlessly targeting critical infrastructure, democratic processes, supply chains and public trust warning that the risk of miscalculation is as high as I’ve ever seen it,” she says.

NATO says the hybrid methods of warfare include propaganda, sabotage to destabilize adversaries, and deception.

“In the face of such aggression and chaos, GCHQ is working tirelessly with intelligence and Defense partners to degrade and reduce the Russian threat, as we remain steadfast in our support for Ukraine. Putin is going backwards on the battlefield.”

In May of 2025, the U.S. Cybersecurity and Infrastructure Security Agency, the FBI, America’s National Security Agency and international partners issued a warning saying “a Russian state-sponsored cyber espionage-oriented campaign targeting technology companies and logistics entities.”

Separately, authorities in the U.S. warned that “pro-Russia hacktivist groups are conducting less sophisticated, lower-impact attacks on critical infrastructure.”

Keast-Butler says British intelligence is “disrupting Russia’s efforts to smuggle Western tech, fending off cyber-attacks, and countering reckless sabotage and assassination attempts.”

Artificial intelligence is “an unstoppable force” being weaponized in ways that fall just short of traditional warfare, according to Keast-Butler, who says Britain and its allies are in “a space between peace and war” with Russia.

She says the West risks losing the cyberspace conflict against Russia and other adversaries unless citizens, corporations, and governments act with a much greater urgency. “I’ve spent three decades working in national security, and the risk of miscalculation is as high as I’ve ever seen it.

“Tech companies are releasing AI-driven innovations at a remarkable pace, with untold consequences, as algorithms are weaponized, often just below the threshold of traditional warfare.

“AI is an unstoppable force with great opportunity. But it is also a force with risks.”

She added, “One area in sharp focus for us is protecting the data and energy flowing through the critical cables and pipelines in and around British waters. We do this by exposing Russia’s intent, motive and underwater capabilities.”

Since the invasion of Ukraine in 2022, new intelligence suggests “almost half a million Russian soldiers have been killed.”

Other Countries Targeted

Authorities in Sweden, Denmark, Poland, and Norway allege that hackers linked to Russia targeted their critical infrastructure, including dams and power plants.

Richard Horne, head of the U.K.’s National Cyber Security Centre, said last month that Russia, Iran, and China are part of the most serious cyberattacks the country has witnessed. He believes these attacks will dramatically increase if Britain takes part in an international conflict.

Keast-Butler says that GCHQ is developing a plan to “hardwire cutting-edge agentic AI into machine-speed cyber defense.” She adds that the harnessed responsibility of AI can aid spies in enhancing algorithms, translating foreign languages, and finding needles in haystacks faster than ever.

She also stressed the importance of international partnerships as U.S. President Donald J. Trump’s “America First” foreign policy disregards longtime allies and strains the relationship between London and Washington. The UK-US intelligence partnership is “fundamental for the security of both our nations.”
